Masaar (‘path’ in Arabic) is the DFSA’s flagship graduate programme designed to empower outstanding UAE Nationals to become future financial regulatory leaders.
Since 2006, the graduate programme has been a cornerstone to the DFSA’s commitment to developing world-class regulatory talent, reflecting Dubai and the UAE’s ambition to equip talented UAE Nationals with the expertise to shape the future of financial regulation and contribute to the Dubai Economic Agenda D33 and the UAE’s long-term vision.
Masaar offers a unique blend of structured learning, cross functional exposure, and real-world experience. Over two years, graduates rotate across DFSA departments to develop deep expertise in regulatory functions. Through hands-on experience and mentoring by seasoned regulators, participants build technical expertise, confidence, and leadership skills.
Graduates are carefully selected for their academic achievement, professional potential, and commitment to public service. They gain access to industry-specific qualifications and strong networks within the DIFC – the leading financial hub for the Middle East, Africa, and South Asia.
For nearly 20 years, the programme has successfully prepared UAE National graduates to take on leading roles within the DFSA and the wider financial sector, and the DFSA is proud to support the continuing development of Dubai and the wider region by building the next generation of regulatory leaders.
